You do not know it will not need a FOIA request. The email may be all you need. On the other hand, what is to prevent CA from slow walking requests? Telling the person/entity requesting to pound sand? Claiming the emails were never received? The next step would be... a FOIA.

What is faster? Sending an email with a specific request (we won't even go into the "how do I know what to request?") or searching a website? No matter how you try and say "oh you ONLY have to do THIS" it is still an additional hoop to jump through, step to make, additional waiting time (if they don't get backed up with requests), and possible denial, away - instead of simply searching the website.
