What stadiums fit this criteria? Only one I can think of off the top of my head is Atlanta, and their cheapest PSLs were like $2500.

Honestly, who cares? If you have had season tickets (club seats no less) throughout the drought years you have more than paid your dues. Sell them after 2 years if you want, after the "New Stadium Honeymoon" is over in good conscience. People on the waiting list would be happy to have more PSLs entering the market.
