Or they have a deal in place with a team if someone is gone at 1 / which allows both parties to move forward giants want barkley won't trade number 2 if he is still there but if browns take Barkley at one it allows a team to move in and draft the qb they wanted but either way both parties might want to wait and both have a mutual understanding what if browns move down to allow giants to draft Barkley then then move the 2nd for more picks so many scenarios

If the ref confirms he is on the line then yes. That's why they check with the refs. It's not broken down by centimeters that's why they have to the system and if the ref says no they move forward you see this almost every play

22nd pick has a lower contract for a player normally also most gms while working out a deal discuss who they are getting and won't break the trust among each other so yes the 2nd pick would have more value because your paying the player less
