I do the same at my office, and while occasionally quite gross...someone has to do it or it becomes problematic. I used to take my children on rides through a nearby city to sort of point out the issues with accumulated garbage. It's not beneath one's station.

I have yet to hear of him being assigned anything remotely useful. He just re-upped (with bonus) because hey, why not? He might think twice if picking up trash on the National Mall in August is now in the job description.

I do have a very good idea of what the Guard and Reserves do, and they deploy on active duty and carry out the same missions as as anybody else in the military, often for extended periods. Urban spaces are often dirtier because people don’t address accumulation of garbage, often lack pride in/or investment in ownership because they rent, and often point the finger that someone else should do it. All the government funding in the world doesn’t overcome apathy. That’s not exclusively a city issue, but it’s pretty common in cities that struggle with filth. The start would be for people for people to pick up garbage in their neighborhood and put it in a trash can. In the event a trash can is not available, the purchase of a proper receptacle is a good start.
