I live in the DC suburbs, and the city is a disorderly mess and there are a lot of homeless people, but why now? Other than the omnipresent smell of weed which is deeply annoying, it's a lot safer than it was a few years ago when one congressman got carjacked and a congresswoman got assaulted within the same year. Is he creating a diversion to troll his political opponents just because he enjoys pushing their buttons? When he successfully pushes their buttons, they often act as if they're insane, and that certainly helps him politically. Or is there something more sinister at work here? Who knows? Maybe not even Trump.
