The IRS as it currently exists is about the least efficient way to collect taxes. Estonia would be better but the main principles would need to be: 1) simplified personal tax code- flat tax would be best if not Fairtax 2) business taxes would be main driver of audits 3) new organization would focus on helping people with paying proper amount. I don't care what it is called but the focus would have to change radically from the current system where agents are rewarded for "catching" people who did not understand the garbage tax laws to an organization that makes it easy to stay within the law.
