He was not American and lived in both the 19th and 20th centuries, but more than half of his life in the 20th.

He was not greatly influential in Russia, although his later decisions did influence Russian policies indirectly.

He was a leader pre WWII but not the leader of what was to be an Eastern Bloc nation.

I thought that Eastern European not Eastern Bloc would lead rather quickly to the answer.
