Is it possible the 12 approved balls were replaced with pre-doctored balls, stowed away in the bathroom? Or is that less likely than deflating 11 balls to the desired levels in 90 seconds? Your take is correct and unfortunately, there's such a rush to judgement that viable info can be chewed up and spit out without ever cutting to the quick.
