Its a remnant from the Soviet era. Classic counter espionage. Not only can you not keyster your micro film without your dumping buddy noticing and reporting you to the secret police, but its easy to see who is out of place when confronted with public defecation. Many a western spy's cover was blown when they hesitated to saddle up next to Boris and pinch a loaf. One of the seldom told tales of the Cold War.

@ Philmont, there were these configurations of latrines. Take special note of the "pilot to bombardier" configuration... Back to back seating, offered a bit more privacy, but each person could look out for bears by enabling a 180 degree view w/that help:
