    Good point. One could lapse into a coma, waken 20 years from now and find pretty much the same 20 or so teams with a reasonable shot at a championship. And these teams as well as others line up a bunch of duckpins early on, to drive up their rankings. An orangutan could probably coach these clubs to a .500 season.

    Quite so. The company eventually gets bundles of tax payer money (can there ever be enough?) to fund their private endeavor, and the officials get their pockets lined from the same source. Everybody is happy. Except the folks that get pay Bass Pro's high prices, or get robbed, broken into, raped, carjacked etc., and also the taxpayers left holding the bag when they leave town.
