Maybe they are just being a bit cautious with Samuel now and know a lot more than us fans, I just wouldn’t be that surprised if they made a call here that a lot weren’t expecting.

I really don’t know about that. This front office has shown in the past that they are not afraid to cut someone with a good chuck of money against the cap if they’re not cutting it. OJ Howard comes to mind recently.

Bills coaching staff like to draft and develop their own. Shavers had been putting in the work and earned a solid spot on the practice squad for a few years now. With his step up this preseason and training camp I think he’s proven he deserves that last spot on the 53.
