They only made the "emergency QB" option is because the freak occurrence occurred with the 49ers in the NFC Championship game against the Eagles. Even when they added the rule only 13 NFL teams rostered three QB's which tells you that teams aren't that concerned about losing their top 2 QB's in the same game.
