Not a good backup quarterback, a good starting quarterback. It's also not like the Bills would be making an even swap by adding Hoyer and getting rid of Tyrod Taylor. Hoyer's price tag will come at a much more reasonable rate, probably around 5-7 million per year on a one or two year deal.
