Whatever it takes to get the ball into his hands. When you watch teams like Atlanta, TB, PIT, and NYG, they force the ball to their best WR, and it works.
I agree that this move is a mistake, but I'm not ready to throw in the towel on Sammy's Bills' career just yet.
It's worth noting that the #1 predictor of WR production is targets.
The reason guys like Beckham and Evans out-produced Sammy is because they get significantly more targets.
That was the basis of Sammy's complaint in 2015, and his performance bore that out--he was the 4th-most targeted WR in the NFL over the final 9 games of 2015, and lo and behold, he was the most productive WR in the NFL over that span.
Targets are the key.
I think he'll want to perform for the huge contract, and if he gets offered the huge contract here, he'll sign.
For me, the bigger issue is that the team has exposed themselves to the potential of losing him if they aren't willing to pony up the top-5 salary.
Maybe this is the George Costanza approach...
Don't pick up the option because the worst-case scenario is that he'll have a monster year and want an enormous pay day.
For those that asked about my suggestion of doing what's necessary to get Will McClay, well, he's the guy that's been running the Cowboys' drafts for years.
Jerry and Steven Jones like to take the credit, but NFL insiders will tell you that it's McClay's show.
He'd be my #1 pick for GM for this team, if he's willing to take other offers.
One of my favorite articles about him:

I thought Russ did a nice job moving down in the draft and acquiring an extra first round pick in 2018.
I also liked that he identified Zay Jones and made his move.
Hopefully he has a plan for how he's going to incorporate Sammy into the passing game more this year too.
As far as the Sabres go, Russ seems to have nailed it when he picked Eichel, and I think Nylander will prove his personnel evaluation skills right in the long run.
I also liked the Okposo signing--it's not Russ' fault that he got very sick at the end of the season
No, those are players...and you're missing the point.
I'm talking about value over and above when you'd be getting in the later rounds.
Yes, it's important to draft well in the later rounds...that fact is not lost on me (as I spend more time scouting these guys than is reasonable for someone that doesn't get paid to do so), but it's far less of a guarantee.
Sorry, but I think that's some serious hyperbole there.
You won't be able to get guys like Reddick, Foster, Davis, Njoku, Lamp, Bolles, Ramczyk, etc. in round 2.
