No. He wants to be paid as if he will have that season every year and the Bills want to pay him as if that's likely an outlier season but they still value him as a very good but not elite player. And that's smart business for the Bills. And Cook is right to try and use his last season as leverage to get overpaid, but the Bills simply aren't dumb enough to do it.
