The Bills have 3 RBs on the roster (and a FB) that they like and don't want to spend another roster spot to add Evans to the 53 man roster. I think a lot of the buzz was created by internet morons that thought this move symbolized the Bills opening a spot to make a move and not having a clue it did not do that. If the Bills make a move - it will not be because they released Evans. The Bills have an open spot since putting Carter on IR (they played 1 roster spot short on Sunday) because they needed a spot for Von this week and it save them some money and having to promote and cut a PS player.
