Sorry, it is not obvious for me.Lol...that photo was taken quite a while after the incident. The guy kneeling may have been taking photos? It definitely wasnt a tactical situation with hands on guns. On further inspection, I'm betting that the kneeling guy was a tow truck operator. My keen police mind (and his large belly) gives me these suspicions.
