Everyone conveniently forgets that 1) SPE is owned by Sony Group, a Japanese conglomerate, and 2) there is no love lost between the Japanese and Koreans. And Newt's an idiot... There is a big difference between hacking for intellectual property theft and hacking to coerce a change in behavior. The former is a crime. The second is an act of war. No, they're both crimes. The former is theft, and the latter is blackmail (or extortion, or "protection," as the Mafia called it). It's not an act of war to force a private company to do something against their economic self-interest under threat of sanction.
