If the Bills run the table, and finish 11-6, they will almost certainly make the playoffs. If the Bills finish 10-7, it won't matter who they lost too, they will almost certainly miss the playoffs.

After seeing Payton turn around the Broncos this year, it is impossible to think Hackett is qualifed in any senior NFL coaching position. Coaching matters alot.
