With all the technology we have these days, that doesn't feel like something that should be so hard to determine anymore. It's not really that complex to put a camera in each goalpost pointing upward with a reticle on the output that shows if the ball passed to the inside or outside of the center of the post. Cameras are too expensive? OK. You could do the same thing with a laser. You'd see it hit the ball on its way past with the cameras they already have on the game.
