That is true but only the federal gov can stop air travel to and from China and Europe . The European strain hit NYC and NJ very hard. In Paris schools chose certain students to return , children who's parent or both parents had to work , those without internet or proper computer. Children old enough to remote learn without supervision or who had a stay at home parent . This is in a area with covid under control. A hybrid system like this is a safer way to start.
