For foreign language spoken primarily in the home it's 11% vs 59% and the foreign language county predominant NY district still did better. The school district you linked before editing to include the entire district has a Latino % of over 70%. And you had to search hard to find that 2% difference between districts. But would love to get back to your original statement on the school district.
