It violates the Fifth’s Amendment vagueness clause because it isn’t clear whether it applies to certain organizations. This goes hand in hand with the 1A claim: it’s not clear if PP orgs that don’t meet the $800k threshold or those that don’t perform abortions at all are still barred due to their relationship with PP orgs that meet those requirements. *Remember that this is just a pause on enforcement to maintain the status quo while the merits of the claims are sorted out
