Meaning it was entirely staff driven (Weissman) rather than Mueller doing the legwork. They are caught red handed with Mifsud. There's no other way to slice that apple. They had him dead to rights for lying, yet didn't charge him because doing so would destroy the initial seed which the CI investigation was based on.
