Difference. The bigger concern should be: why was Clinton even asked about it, and what did it have to do with Starr's Whitewater investigation? The answer is, of course, that once you appoint a special prosecutor, they have an open-ended mandate to investigate anything and everything they possibly can. When you're charging witnesses with lying in response to questions that have absolutely nothing to do with what you're investigating, you're not finding wrong-doing, you're manufacturing it.
