The linked article suggests they have added things that were either not thought of during the design phase, or were added as expanded amenities. Even on the house remodel we did 10 years ago, there were constantly things that the crew suggested as nice add-ons that we didn’t consider when designing the remodel. I imagine the same thing has happened here, based on the quotes in the article.

Cooper has made a ton of money in his career. He knows his body and he knows his situation related to this year and a future contract. He’s going to make the best decision for him, and I can’t blame him. He’s a smart guy; he’s doing what he thinks is in his best interest.

In a way, yes. He’s a free agent next year. The Bills are unlikely to sign him. So he has a lot of personal incentive to not further injure himself or be at less than his capability because it will cost him in his next contract. As it is, his value is declining.
