I think they hoped for the best, Bishop improves, Forrest steps in as a solid back up and we have a functional Secondary... right now it looks like a complete fire drill back there... and while I like Rapp he is more of a heat seeking missile than a true cover saftey in my estimation... one also must account for the fact that his play is devastating to all whom he hits... including his own team mates... so there will be people to go down... I don't mind the insurance on the PS if he is called upon... and I will bet he will be called upon if they keep him there for the season.
