This is the one deal where I would love to be an insider. There are so many intriguing aspects to this, not the least of which is the Tannenbaum/Ryan relationship. Yolo I think you hit on the strategy. The Phins still have significant needs at WR, LB, OL that will eat into their cap. Waiting game is appropriate because they miss opportunities the longer they wait....Bills have less need positions--no harm to wait and Bills can also create cap room as needed because of Mario & Urbik. No harm in waiting.
