Nope. Can’t be enforced on the kickoff. So Boswell kicks a 33 yard extra point instead of a 48 yard extra point. And Pitt kicks off as if no penalty whatsoever had been called. But wait. Stenatore says it can be enforced on the kickoff! What a cluster****. Can anyone make sense of any of this? 1 Quote

Seemed like a similar situation where the Bills were penalized but then intentionally kicked the ball out of bounds. Romo said the rule would be revised at the end of the year. Quote
