Stephen Miller (he controls the autopen that is the remnants of Trump's brain) mandates 3,000 deportations a day. Local ICE bosses say, well, then we gotta go where the illegal aliens are rather than waiting for criminals to drop into our lap. Targets worksites: construction, agriculture, hotel maids, whatever. Old school republicans complain: we can't stay in business if you deport our workers! Trump says "I hear you." No more targeting our great hotels or farmers or construction companies. Just get the criminals. Maybe jingoistic vote-for-me things like "mass deportation" don't really translate into governance? Who'd have thunk it?

When on criminal alien apprehension operations, you may encounter other aliens who admit to, or who you have reason to believe are, illegally present in the United States. These aliens shall be know as "collateral arrests." All collateral arrests shall be taken into custody for removal unless: - he or she works at a restaurant or hotel ("Hospitality industry.") To confirm such work, the officer shall ask the alien about his or her employment. An employee ID shall be sufficient to prove that the alien is working in an essential industry and no enforcement action shall be taken. - he or she works directly in agriculture or ranching or in an occupation directly supporting such agricultural or ranching operations. An employee ID or possession of tools or equipment consistent with such work (e.g., an artichoke knife) shall be considered adequate proof of such employment status and no enforcement action shall be taken.
