Stir isn't the best way of putting it. Trump told his supporters hundreds of times that in reality he won and that his supporters votes were stolen. They believed him or at least wanted to and decided to help their guy out and storm the Capitol. So, it's inarguable that Trump was directly responsible for causing them to react in anger. He wanted them angry. Once it started, instead of trying to stop it, he watched TV of it all with great glee. When he was finally convinced to make a statement, he called the rioters great people.
