Just to clarify, Old Dominion football moved up from FCS to FBS in 2014.  They play in the East division of Conference-USA.  Same as Florida Atlantic, Marshall, etc,,

 

That being said, it was a monster upset, one of the biggest in a long time.  Especially since Va.Tech was #15 and ODU was 0-3 and had shown nothing special.

FBS = Football Bowl Subdivision. 

The big time with the big money spent on programs and big time revenue generated from TV deals and advertising.  Teams (with a few exceptions) play in conferences and range in power and prestige from schools like Alabama, Ohio St, Texas all the way down the scale to schools like Old Dominion and Buffalo. 

At the end of the year a group of self important big whigs decide which four teams get to play for the title.  The rest of the teams play get paid a ton of money to travel somewhere and play a team from another conference, with those matchups predetermined by where each team finishes in the standings in their respective conference. 

The four teams blessed by the allmighty Oz play in two special bowl games with the winners going on to play in the final bowl game of the season for the National Title

 

FCS = Football Championshiop Subdivision

A step down from the big time.  Still a bunch of money thrown around but a fraction of what FBS generates.  FCS has schools like Youngstown St, North Dakota, and James Madison.  There are no bowl games and a playoff field of 24 teams determined by a committee consisting of one athletic director from a school in each conference

 

Division 1 = FCS and FBS

 

Division 2 is  major step down from Division 1 FCS with considerably less money involved and Division 3 is a step below D2
