First, yes, you definitely got scammed and hacked. Just establishing that as fact so there is no doubt later on and you can proceed accordingly. It's been a while since I used a Windows computer, but I would start here: https://www.malwarebytes.com/mwb-download Download and run that. Preferably, run it while disconnected from the internet. If you have another machine you can use, I'd disconnect this one from the internet indefinitely. If not, just unplug ethernet and/or turn off wifi as much as you can until you get it scanned and fixed. You'll want to backup any important docs or data. You'll likely need to wipe the entire machine and start from scratch because who knows what else they installed. Key loggers that track every single thing you type, for example. Passwords included.
