The league was conducting an unrelated investigation involving WFT (big surprise there.) Bruce Allen was who Gruden was talking to. Someone at the league involved in the investigation leaked them.

Note one workaround discussed in the article: A few media people interviewed for the story have said using a VPN to access the international version of gamepass helps a lot.
