Hate to break it to you but the legal system is a business. Attorneys, judges, the county itself, even the jails all have skin in the game. Money talks, in addition to that prosecutors don't make a career ($$$) by prosecuting losing cases. It's a sad reality of our legal system Correct

All you have is body cam and uncooperative witness statements, and a prosecutor realizes that with only that at trial they will lose, even if they are and know they are right to prosecute. Sad to say the prosecutor will need much more, like you said, security cams, but then getting it and having it be admissible isnt an easy task for a prosecutor
