I am waiting until this all shakes out, because my initial visceral reaction is so strong, but if it comes out that these "news" organizations knew what was about happen and allowed it without warning, then they should be held liable as accomplices. This is not that uncommon in Chicago, they have not spent the proper money to maintain the sewer system. In Chicago there is a special rider on most home insurance policies that offers $5000 in payment when this happens to your home. It happens quite often due to negligence but insurance has to pay for a little of it because the damage there is often 10k+ simply for the mitigation of sewage cleanup.
