Because when you watch him play for Wyoming in 2016, his footwork is horrible. He even admitted it throughout the draft process.

Allen's footwork and mechanics were sooooo bad at Wyoming. Whoever is QB coach there should be fired. That's why I don't think Allen will be ready to play in 2018. He needs a full year of practicing his footwork to the point where he doesn't even think about it while the bullets are flying. Muscle memory. Daboll knows exactly how important that is to an NFL QB, working with Brady all those years.

He plays a lot of hero ball, which has killed his statistics. He probably thought he needed to do that because of Wyoming's disadvantages. But he can't do that in the NFL. He'll quickly play his way out of the league if he lacks the proper amount of wisdom.
