I don't think Morrison is going to be relied upon to do all that much. During draft discussions Buddy claimed they ran nickel around 50% of the time which Morrison will have no part of unless there are injuries. I think he's a worthy player for the role that he'll be asked to fill.
You can match PS players if they get an offer from another team, but it's up to the player if he wants to take your offer or the other team. The player also has to pass through waivers before going on the PS. Carder will not be a PS player.

My assumption is that the backup plan was signing Mark Anderson and drafting a WR. If they had signed Meachum my guess is they would have drafted a DE high.
In my opinion, Merriman is out of position at 43 OLB.
Coming off an achilles procedure, to a position where he's never played and he'll have to cover and play in space doesn't seem like the best fit. Especially since his greatest/only strength is as a pass rusher.

That's changed now however because the rookie scale was not set until after the draft. So they could start negotiating with Luck the same time as everyone else.
I believe Dickerson is being listed as a FB by the Bills. Not that it guarantees that's where he'll stay, but early indications are he won't be playing TE. The Bills have Chandler, Smith, Caussin, Onobun and Brock as TE depth for camp.
I think the thought is that Smith will be their 3rd QB, so that scout team QB will be on the practice squad.
But perhaps you're right, it seems as though they didn't have an extra QB last season beyond Fitz and Thigpen.
