It is the graft that surrounds all of these organizations. The amount that is funneled through non-profs and other groups, the kickbacks and the like, it's terrible. Anyone who's worked with non-prof knows it is a whole level of mess that is concerned about equity and putting money under cops and just shaking it around. It's a whole horse trade.
