Which suggests to me that republicans in congress want to distance themselves from his policies. The founding fathers would never support EOs to implement policy. In the early history of our nation, they were rarely used. Conceptually, the President should be working through congress to implement policy. EOs should be the exception, not the norm, yet somewhere along the line congress decided Presidents can do whatever they want through use of that process. I guess I agree with your concept that there is the ideal of how government should work vs how it does work.
