However, if you have plenty of Ys and leftover Y budget, you must buy more Ys to ensure you get the same money next year for more Ys that you don't need. I don't know why people think the federal government is run differently from a private company. Private companies do this all the time!!! It's how we show profit! When the second plane hits and someone tells you "We're under attack," you tell them "We're cutting this short in five minutes, you have that long to get together everything we currently know and don't know." and sit there calmly while everyone else freaks out.. Go with "no, I'm not." At least then you've got honesty going for you. I really like taking moral advice from the person who claims he's never wrong. It IS irrelevant, in that 1) it's a judgement made in hindsight, 2) it could very well reflect priorities that were altered after they were set and couldn't legally be changed, and 3) as you pointed out yourself, they had a discretionary budget to dip in to, so the who "Volts in Vienna" non-issue is a non-issue since it didn't exclude security funding. There had to have been at least 12 million people in the 7 states the make up New Obamaland that have been added to the workforce, in addition to all the millions of jobs saved or created in that region.
