Nobody said anything about reporting to congress. It was within congressional province to act on the findings inasmuch as congress effectively is the arbiter with respect to a sitting president.

Define “person.” I’ll make it easy for you. In approximately zero of the 623,471 cases you mentioned was a “person” killed. You might believe that a fetus is a person.
