That is subject to accuracy of any study. What is the rate of relapse? Do all drug offenders regardless of type of drug have the option of medical care? How many "strikes" in a program before they are "out." How old is the program to know how it affects drug users of various ages? How long do users have to be studied to identify a trend? What associated programs go with treatment? Are they required to hold a job or do they live off of government assistance?

It's all about judgment. Overall success in running a country breeds trust and I see very little in Portugal that breeds my trust. I am not going to endlessly preach at you about it because I think we are different in our views on matters such as widespread drug use and it is not going to change today.

Portugal is the bottom rung on the ladder in Europe for overall advancement of their people. Get back to me when Britain or Germany institute similar programs. To me Portugal is the guy in the run down trailer on the edge of town that you never go to for any kind of advice because its obvious he does not have his own life squared away. Britain or Germany would be like going to the guy who has it all and his name never makes the paper for any negative news. Maybe you see my point and maybe you don't. You know that there are people waiting to make that argument.

You have freedom now. If legalized in New York it will still have state and local restrictions just like alcohol and tobacco. If you can't stroll through a local park with a lit Marlboro or open Coors you can bet you can't walk through with a lit fattie, either. Some municipalities require that beer be consumed away from the street side of a home so imagine pot will fall under the same type of restriction. So you have the basic freedoms that you enjoy now in that the cops can't randomly go to the back side of your property or inside your home for illegal drugs. For most people legalization is not going to change much as the hippy couple just outside of town is going to undercut Walgreen's, etc. to keep their business. Probably the hippy wife is more interesting than the fat woman behind the counter at Walgreen's. Portugal is not exactly a ringing endorsement for drug legalization.

C'mon Tiberius. You know what I am saying is true. Have you ever watched a segment of ABC's "This Week" when he was a panelist or host? He never has a critical word for the Clinton's. By the way and no surprise "This Week" has sucked since David Brinkley left back in the late 1990's. Just another long commercial for the DNC.

English. I saw a headstone in a cemetery west of Rochester that has a number of her relatives in it. Death date around 1826 on it. Don't remember the surname on that one nor recall just when they did cross the Genesee River. I remember stories of crossing the river in back in those days as sometimes the water level would come up quickly down around the Henrietta-Scottsville area. Either due to rain further south or spring melt depending on the time of year. They were leary to cross in March. -

Very interesting. Not a big expert but I enjoy reading about how the region came to be in terms of geology and natural forces. Rivers flowing northward are uncommon in the US but the region has 3 with the Niagara, Genesee, and the less direct Seneca. All three empty into Lake Ontario. And the lake plain roughly from Syracuse to Buffalo promoted the idea of the Erie Canal which gave the region prominence in the early days of the US. The Ontario lake plain was considered the breadbasket of the nation before the Midwest opened to settlement in the couple decades prior to the Civil War. I should note that my wife's mother's family was one of the earliest settlers west of the Genesee River. I knew a couple of people from college with similar histories and sometimes wished my family had similar story to tell. -

I don't see it as viable to only have two parties competing for a federal office but we are too far apart to see one another's thoughts and probably will not articulate enough to get any closer. I am far from a radical but it seems to me a lot of thinking is influenced by the notion of "that's the way it has always been done" and "the other guy (government) tried something similar and experienced problems so it won't work here." In any event I am not in favor of a compulsory system of multiple parties. I just want more voices heard. In current times both the Democrats and the Republicans have veered hard to the extremes of either favoring big business at all costs or destroy big business at all costs along with a few feeder issues to take party members in those directions. Anyways, GO BILLS! -

Not a sanctioned branch of the Republican Party and did not intend to imply that they were. In the world of sets and subsets a Tea Party person would belong to the Republican Party but a Republican would not necessarily subscribe to the Tea Party and quite a few did not.
