    Yes, things do change. That's the exact reason that someone who talked to someone who talked to someone shouldn't, IMO, make pronouncements. As you suggest, a better approach would be to say something along the lines of..."take this for what it's worth, but I heard..." Coming here and stating possibilities as facts does no one any good.
