If you just look at American actions in the lens of fighting terrorism then a lot of what we do looks kinda stupid and counter-productive but when you realize that fighting terrorism is really down the priority list (1. Defend the petrodollar, 2. contain China and Russia, 3. boost arms sales, 4. fight terrorism) they make more sense. This is also true with with Saudi Arabia and Turkey they are both more concerned with limiting Shia influence and Turkey also wants to contain the Kurds.
