Jet flying over Highmark Stadium

During the game today, a private jet flew directly over the stadium.  Are there any pilots that can tell me if that was legal or not. I thought the FAA had rules against that.

Maybe air photos of the stadium and/or game?  They probably are making a lot of production for the final season.

I would think that drones are used for this kind of photography/video nowadays.

sounds like him and his U.S. counter part might be planning some kinda of defenseless rendezvous

I heard McD gained a lot of Saudi fans after some choice comments a couple seasons back.
