I very much doubt there are any viable solutions. Continued vaccinations can be ramped up, but that's not going to do anything for those already afflicted, and due to the political situation of the country, many will never be reached. That's pretty much my response My other opinion is that if someone really cares about this, why don't they try organizing something instead of the knee jerk how can the government or UN help? Except that it can and has been done - smallpox vaccinations were administered under those circumstances and worse by WHO workers. The real problem is one of political will: the smallpox campaign had WHO doctors basically acting like cowboys, without real centralized control and often ignoring national and regional governments (or "powers," when lacking) to get the job done, and getting it done effectively because their lack of central control and their "whatever it takes" methods based on their personal knowledge of local conditions made them very responsive to local outbreaks. Most of the doctors involved in the smallpox campaign admit that something like that will never happen again, and it couldn't be done today with the UN's bureaucracy. Which is too bad, because polio, measles, and mumps could be completely eradicated like smallpox. There's no scientific, medical, or economic reason it can't be done, merely socio-political.
