  17. Do you doubt Jack Kemp's ability to secure financing? He's one of a few politician's revered in the business community, in fact he second to only Ronny Reagan. Kemp is a board member on several large companies, and I don't doubt, for a second, that he could get $1 billion.   19. It's not Jim Kelly buying the team. It's Kelly and Kemp finding independent financers to purchase the team. It's actually a likely scenario, since Kemp is respected immensely by the business community (not to mention very well connected)
