Federal law enforcement has an awful lot of latitude that pretty much allows it.

If there's evidence, impeach him on it. That's what impeachment is for: to remove an otherwise-immune official from office so he can be criminally charged. They've only fed you the "We'll charge him once he's out of office" line to string you along for 2020. Yes. And you're the one presuming guilt until innocence is proven.

As a private citizen, he technically doesn't have a superior any more. If Mueller doesn't stick to the report - if his testimony adds to it, or changes it in any way - it impugns his entire investigation. They're certainly not afraid of him diverging from the report.
