Like I said before, the "low confidence" is because "we can't prove one way or another." Because China scrubbed all evidence of it at the beginning. -

This. China would deny it if they said "high confidence" and demand to see proof (that they destroyed 5 years ago). What's done is done. Hopefully China learned from it, as well as other countries. -
